The hosts file can sometimes be modified to block access to Apple's servers, causing restore errors. On Windows, you can find it at 'C:\Windows\System32\drivers\etc\hosts'. Open it with a text editor and check for any lines blocking Apple domains (like 'gs.apple.com'). Remove or comment out these lines.
