Steady-state error refers to the difference between the desired output (reference input) and the actual output of a system after it has settled, i.e., after all transient responses have died out. In Simulink, it's the value the output approaches as time goes to infinity, given a constant input. It indicates the system's inability to perfectly track a constant reference signal.
